The pair will be based in New York and join the team headed up by Chicago-based global head of M&A William Monat, who joined the business at the beginning of April.
The hires are the latest in a string of appointments at the Mitch Blaser and Mark Wheeler-led carrier, which officially launched in February.
Transactional liability is one of the seven specialty lines the carrier targets, along with cyber, political risk, political violence, environmental lines, financial lines and professional lines.
Desai will work as a senior vice president and team leader, joining from AIG, where he was a senior underwriter, having begun his career as a lawyer.
Spenner joins as a senior vice president and chief legal officer for M&A after previously working as a senior transactional risk underwriter at Everest Insurance.
She spent more than a decade in corporate law, representing a range of clients in complex domestic and cross-border M&A transactions.
Monat said the underwriters had impressive track records and expertise in the M&A sphere.
“Highly skilled and thoughtful execution is critical in the M&A insurance sector, and they each bring deep expertise that will be instrumental to our success as we build our transactional risk business,” he said.
