Brown & Brown CEO J Powell Brown said he was “surprised” that rival brokers Aon and Willis Towers Watson were unable to reach a compromise with the US Department of Justice to complete their merger, but told analysts on Tuesday that disruption in the sector would yield more opportunities.

“Any time you have a transaction of that size – in any industry – that fails to go forward,” Brown stated, “there’s going to be a change in organizations.
