In the 20 years since 9/11, the nature of terrorism has changed, but the insurance market has been slow to evolve with it.

Prior to that tragic day, terrorism was mostly covered as part of all-risk policies, or sometimes within political risk cover, despite prior incidents like the 1993 bombing of the World Trade Center and the 1995 Oklahoma City bombing.
