The California Earthquake Authority (CEA) anticipates challenges in fully placing its $3.5bn January 1-incepting reinsurance program after it failed to secure full placement on its October 1 protection.

The CEA buys several single- and multi-year reinsurance protections staggered over a variety of renewal dates. The January-incepting program is the largest of its syndicated coverages, while its April 1 protection of $1.4bn
