Cyber InsurTech At-Bay has completed the acquisition of a Delaware-domiciled E&S insurer licensed in 44 states from XL America, in a transition to the full-stack model.

In tandem, former industry veterans Gregg Davis and Rob Glanville joined the newly formed At-Bay Specialty Insurance Company as independent directors.
